El Capitán Don Francisco de Herrera, Alcalde Mayor de Jalapa y su provincia, con agregación de la de Jalacingo, dijo que por cuanto el pueblo de Naolinco dista cinco leguas de Jalapa, y está muy poblado con españoles, indios y otros géneros de gente, y en él no hay teniente que administre la justicia, nombró a Don Francisco de la Barrera Gayón, español, en quien concurren las partes y calidades necesarias, por tal Teniente de Naolinco, para que en él administre justicia a las partes que se la pidieron.
