Don Manuel de la Cruz, Gobernador actual de la República de naturales del pueblo de Coatepec y demás naturales y vecinos españoles de los pueblos de Coatepec y Teocelo, otorgan poder especial al Presbítero Francisco Javier de Beristain para que en nombre de los vecindarios de ambos pueblos y su doctrina, perezca ante el excelentísimo señor Virrey de este Reino, Real Junta y Dirección del Ramo del Tabaco y haciendo presente la bondad, calidad y circunstancias del tabaco que produjeron sus territorios con los graves daños y perjuicios que han recibido por la prohibición de su siembra, solicite licencia para la siembra.
