El Capitán Bartolomé de Torres y Mendoza, Alcalde Mayor y Capitán a Guerra de este pueblo, y otras comisiones, dijo que por cuanto a la administración de la real justicia y vigilancia de los caminos que se transitan para la ciudad de Veracruz y otras partes que son a su cargo, es conveniente el nombrar Lugarteniente en los pueblos de Maltrata y Acultzingo, donde no puede asistir continuamente como se requiere, y en conformidad a la facultad que le asiste nombra lugarteniente de Maltrata y Acultzingo, y distritos de esta jurisdicción a Antonio Juárez, residente en esta jurisdicción de Orizaba para que como tal haga y ejerza justicia en todo lo concerniente a dicho oficio.
