El Capitán José de Hoz Escalante, Alcalde Mayor y Capitán de Guerra de Jalapa y Jalacingo, dijo que tiene la facultad de nombrar los tenientes que ejerzan la administración de la Real Justicia y en atención a que el pueblo de Naolinco no cuenta con Teniente, nombra a Miguel Rogel, español, como tal, para que conozca todas las causas civiles y criminales oyendo a las partes demandantes, y en las de oficio sólo procederá a la breve y sumará averiguación de los delitos y detención de los reos que resulten culpables.
