El Capitán Don Nicolás Alejandro de Meza, Alcalde Mayor de Jalapa, con su agregación de la provincia de Jalacingo, dijo que en conformidad de la facultad que Su Majestad le concede por real título, de poder nombrar tenientes para la buena administración de la justicia; y en atención a que el pueblo de Jalacingo y sus sujetos, distante de esta cabecera más de 14 leguas, nombró por tal teniente a Don Francisco de Sierra y Mendoza, en quien concurren las partes y calidades necesarias para administrar la justicia.
