Francisco de Vargas, dueño de recua, vecino de Tulancingo, manifestó llevar en ella para la Nueva Veracruz, 7 cargas de harina y el resto de la recua cargada de bizcocho y en su avío cuatro indios llamados, dos de ellos Juan y los otros dos Agustín y Melchor. Asimismo, el corregidor le notificó la ordenanza que prohíbe bajar con indios a la Nueva Veracruz, ni pasar con ellos de este pueblo a partir del 1 de junio de cada año hasta el otro día después de San Francisco; también se le informó que a los indios debe dársele buen tratamiento, no servirse de ellos contra su voluntad y pagarles por su trabajo conforme a la ordenanza de Su Majestad que así lo manda.
