El Capitán Diego Francisco Gradilla y Orejón, Caballero de la Orden de Santiago, Alcalde Mayor y Capitán a Guerra de este pueblo y su partido, Juez de Caminos, Registros y otras comisiones, dijo que es conveniente para la administración de la Real Justicia y vigilancia que debe tener de los caminos que se trajinan y comercian para la Nueva Veracruz y otras partes, por lo que en virtud de las facultades que tiene de su título, nombra a Sebastián Francisco Gallegos, Teniente General de los pueblos de Maltrata, Acultzingo y Necoxtla de esta jurisdicción y sus distritos donde él no puede asistir personalmente, para que como tal use y ejerza.
