El Capitán Juan Silvestre Martínez de Montemayor, Alcalde Mayor y Capitán a Guerra de este pueblo y su partido, Juez de Caminos, Registros de Ganado y otras comisiones, dijo que es conveniente para la administración de la Real Justicia y vigilancia que debe tener de los caminos que se trajinan y comercian para la Nueva Veracruz y otras partes, y en virtud de las facultades que tiene por su título, nombra por Teniente General de los pueblos de Maltrata, Acultzingo, Necoxtla e ingenio del Conde del Valle y sus distritos a don Juan de Viruega, residente en esta jurisdicción, para que como tal use y ejerza justicia.
