Don José de Ceballos y Burgos, residente en su ingenio nombrado Nuestra Señora de la Concepción, jurisdicción de Jalapa, dijo que por cuanto el Señor Conde de Salvatierra, Virrey de esta Nueva España se sirvió proveer al Capitán Antonio Mancilla, regidor de la ciudad de México por Alcalde Mayor de esta provincia, y una de sus funciones será cobrar los tributos de su Majestad; atento a lo cual, dio su poder cumplido al Capitán Antonio de Mancilla para que lo pueda obligar como su fiador hasta en la cantidad de 2 000 pesos de oro común.
