Don Juan Ortiz de Zárate, Teniente General de la provincia de Jalapa, dijo que por expedición de Real Cédula para que los indios aprendan y sepan la lengua castellana encargado a los arzobispos, obispos de las iglesias metropolitanas y catedrales, así fuese servido en todas las ciudades, villas, lugares y pueblos de indios se pongan escuelas con maestros que enseñen la lengua castellana. En su efecto habiendo conferido con don Miguel de Santiago, Gobernador actual de Xilotepec, don Bernabé de la Cruz, don Lucas Francisco, don Pascual de la Cruz y don Gregorio Mendoza, Alcaldes, para que ejecuten, observen y guarden la real voluntad y el salario que gane el maestro ha de salir de la comunidad.
