El Capitán de Guerra Juan Ricardo de Guzmán, Alcalde Mayor de la jurisdicción de Jalapa y de la de Jalacingo su agregado, dijo que habiendo tomado posesión de esta alcaldía, es preciso nombrar tenientes en las partes donde se necesitan y en especial en Jalacingo, y usando de la facultad que para ello tiene, nombra a Alonso Chirinos Palacian, vecino de la ciudad de México, como Teniente General para que como tal use y ejerza en todos los casos y cosas concernientes a él, así en las causas civiles como criminales, substanciándolas y determinándolas conforme a derecho, haciendo los autos y diligencias que convengan.
