El Capitán José Camino y Velasco, Alcalde Mayor de la provincia de Jalapa y de Jalacingo su agregado, dijo que nombró como Teniente General de la Provincia de Jalacingo a don Mateo de Moya y por hallarse enfermo e imposibilitado de ejercer dicho cargo, siendo preciso que otra persona ocupe su lugar, nombra a Eugenio de Pro, residente en esta jurisdicción, como Teniente General para que lo use y ejerza en todos los casos y cosas que conforme a derecho deba, conociendo de todas las causas civiles y criminales que se ofrezcan.
