El Capitán José de Hoz Escalante, Alcalde Mayor y Capitán de Guerra de este pueblo y su doctrina, dijo que atento a que la jurisdicción de Jalacingo dista 14 leguas, nombra como su Teniente General a don Juan de Frías Cartagena, vecino de la Ciudad de México, para que como tal pueda conocer de todas y cualesquier causas civiles y criminales oyendo a las partes y en las que no las hubiere, proceda de oficio contra los transgresores.
