Francisco Serrano, dueño de recua, vecino de la ciudad de los Ángeles, manifestó dirigir su recua hacia la Nueva Veracruz y llevar en ella tres indios para su servicio, nombrados Diego, Nicolás y Juan. Asimismo, el corregidor le notificó de la ordenanza que prohíbe a los carreteros, arrieros y chirrioneros bajar con indios a la Nueva Veracruz a partir del 1 de junio hasta 5 de octubre de cada año, so pena de 200 pesos, debido a que en esos meses llueve mucho, provocando que los naturales enfermen, condolezcan y mueran; también le informó que a los indios debe dársele buen tratamiento y no servirse de ellos contra su voluntad.
