Simón Fernández Lozano, dueño de recua, vecino de Oaxaca, manifestó dirigirse hacia la Nueva Veracruz y llevar en su recua tres indios nombrados Mateo, Melchor y Pedro. Asimismo, el corregidor le notificó de la ordenanza que prohíbe bajar con indios a la Nueva Veracruz a partir del 1 de junio de cada año hasta el otro día después de San Francisco, por la mucha agua que en estos meses llueve y con la que muchos naturales enferman, condolecen y mueren; también se le informó que a los indios debe dársele buen tratamiento y no servirse de ellos contra su voluntad.
