Los vecinos, clérigos, presbíteros, seculares, comerciantes, dueños de casas, tierras y haciendas en este pueblo de Jalapa, dijeron que en junta celebrada en esta vecindad se acordó que para afianzar con más seguridad las posesiones y establecimientos fijos de las ferias de este pueblo y proporcionar sus mejores progresos, otorgan poder especial al Capitán Gaspar de Olavarrieta, don Bartolomé Salvo, Teniente de Caballería; Carlos José Garzón, Recaudador de las Alcabalas, Carlos José Garzón, Escribano, don Pedro de Senande, para que comparezcan ante el Rey, Consejo de Indias y demás Consejos y Tribunales, para que pidan el perpetuo establecimiento de las ferias en este pueblo.
