Simón Lázaro, mayordomo de la recua del Alférez Bartolomé Valdivia, vecino de Chiapa, manifestó dirigir su recua hacia la Nueva Veracruz y llevar en ella dos indios para su servicio, nombrados Diego y Sebastián. Asimismo, el corregidor le notificó de la ordenanza que prohíbe bajar con indios a la Nueva Veracruz a partir del 1 de junio hasta 5 de octubre de cada año, so pena de 200 pesos, debido a que en esos meses llueve mucho, provocando que los naturales enfermen, condolezcan y mueran; también se le informó que a los indios debe dársele buen tratamiento y no servirse de ellos contra su voluntad.
